As with much of Europe, the Netherlands has no explicit 'race' discourse; however, the state, through its public policy and administrative practices, does categorise its population along 'ethnic' lines, using birthplace - one's own or one's (grand-) parent's - as the surrogate determining factor. The contemporary operative taxonomy has until recently been binary: autochtoon (of Dutch heritage) and allochtoon (of foreign birth). Used earlier at the provincial level in respect of internal migration, the taxonomy was expanded in 1999 to demarcate between 'Western' allochtoon and 'non-Western' allochtoon, with the latter being further subdivided into first and second generation. Informed by a 'generative metaphor' approach (Schon 1979) that links cognition to action, this article subjects the allochtoon/ autochtoon binary to metaphor analysis and the Western/non-Western taxonomy to category analysis. The work done by 'birthplace' in the term pair suggests that they are, in their everyday usage, surrogates for a race discourse, carrying the same (ancient) assumptions about individual identity and the earth-air-sun-water of the spot on which one was born that underlies definitions-in-use of 'race'. Their meaning in contemporary policy discourse derives from the interaction of metaphoric and category structures, with implications for policy implementation.

Energy policy literature tends to emphasise the impact of taxation on energy preference. However, the present case concerning extremely low acceptance of diesel cars in Japan could not be explained by taxation. As a possible factor, the paper sheds light upon discourse around the energy policy. The policy aimed to characterise diesel technology as emitting particulate matter and nitrogen oxide (NOx). The paper contributes to extending the existing understanding of the role of public policy by embracing the linguistic interactions complemented by visualisation. (C) 2016 Published by Elsevier Ltd.

Nurse investigators often collect study data in the form of counts. Traditional methods of data analysis have historically approached analysis of count data either as if the count data were continuous and normally distributed or with dichotomization of the counts into the categories of occurred or did not occur. These outdated methods for analyzing count data have been replaced with more appropriate statistical methods that make use of the Poisson probability distribution, which is useful for analyzing count data. The purpose of this article is to provide an overview of the Poisson distribution and its use in Poisson regression. Assumption violations for the standard Poisson regression model are addressed with alternative approaches, including addition of an overdispersion parameter or negative binomial regression. An illustrative example is presented with an application from the ENSPIRE study, and regression modeling of comorbidity data is included for illustrative purposes.

This mini-symposium revisits the three pillars of Deliberative Policy Analysis (DPA): deliberation, interpretation and practice. DPA was originally intended as a moral-analytical programme that integrated these pillars, but policy analysts working in this tradition seem to have mainly been guided by one specific pillar, interpretation We believe this has not only confounded the nature and potential of DPA but has also limited the knowledge and impact of policy studies. The goal of this mini-symposium is to facilitate a dialogue between representatives of the three pillars and the authors of DPA on how interpretation, practice, and deliberation could be integrated. It originates from a roundtable discussion organized at the ECPR General Conference 2018 in Hamburg. Each representative discusses the nature and development of their pillar and reflects on its value for DPA, followed by an author reflection on the past and future course of DPA. First, Selen Ercan explores the deliberative pillar. Second, Anna Durnova delves into the interpretive pillar. Third, Anne Loeber examines the practice pillar. Finally, Hendrik Wagenaar offers his author reflections. Taken together, this mini-symposium frames the focus and aims of this special issue and sets a course for the future development of DPA.

In policy analysis, studies on policy termination are rare. This article offers such a study. It presents the story of how, despite attempts by the government to terminate it, Dutch nature policy on ecological corridors continued to be implemented by regional governments and in the field. A case analysis is presented that integrates theories and insights not only from the termination literature but also from the literature on implementation. The different factors identified in the literature that enable or constrain implementation and termination have served as a basis for developing possible explanations of the case study. They cannot, however, serve as generic theories with predictive power. Policy termination as well as policy implementation are highly contextual processes and the question which factors will enable or constrain policy termination and implementation can only be answered on a case by case basis.

This article examines the development of green infrastructure policy-making in the North West region of the UK 2005-2010, through the articulation of three phases. Drawing on a conceptualisation of discourse coalitions, it is argued that this instance of the green infrastructure policy-making process became a way of bringing together various stakeholders around a shared goal. The activities that took place and how green infrastructure was conceptualized ensured that a range of policy interests was represented, and consequently, a stable discourse coalition was formed around economic priorities.

This article explores how participatory budgeting (PB), which is described as a travelling policy innovation, has been interpreted in different urban governance contexts, particularly how local settings that are created by contexts and practices enable participation in PB. Travelling policy innovations are sets of ideas or experiments that aim at renewing governance practices and are adopted globally. PB engages citizens to discuss, prioritize and decide about the use of public funds. With empirical data from the cities of Tampere, todz, and the Greater Manchester area the article demonstrates that settings of participation in PB are conditioned by (1) socio-political context, (2) objectives setting, (3) resourcing, (4) decision-making and (5) relationship-building. Based on an interpretive view on policy studies, it is argued that these settings enable participation in PB in three ways. Firstly, they influence the continuity of PB; secondly, they suggest particular roles for participants; and thirdly, they formulate the level of interaction. This is demonstrated with three operationalisations of PB, such as popup PB, traditional PB and do-it-yourself PB.

Shale gas has become an energy policy priority in the United Kingdom in light of profitable extraction activities in the United States. Since 2012 the Coalition Government has created key economic drivers to encourage shale exploration, whilst growing activism in affected site communities has stirred significant media and academic commentary. This study examines the growing national debate as a matter of discourse, adopting an argumentative discourse analytic approach to assess data collected from stakeholder interviews (n = 21) and key policy actor statements quoted in broadsheet newspapers. We explore three dominant "storylines" emerging in relation to shale gas policy: (1) "cleanliness and dirt" concerns the relative framing of the environmental benefits and harms of shale gas; (2) "energy transitions - pathways and diversions" concerns geographic metaphors of transitions to carbon intensive and low-carbon energy systems; and (3) "geographies of environmental justice" concerns divisions of economic benefit distribution, environmental impact and procedural fairness. We find that central government policy rhetoric emphasises economic development, regulatory oversight and distribution of benefits to site communities, whilst minimising discussion of the implications of shale gas for anthropogenic climate change. The role of these discourses in influencing shale gas policy is discussed.

This article explores the role of place perceptions in controversies over forest management. A neo-Durkheimian approach to frame analysis is used to explore actors' perceptions of places, forests and policy. This is combined with an examination of actors' varying capacity to influence policy-making using an interpretive policy analysis framework. Empirically, the analysis investigates a controversy over natural resource management in Jokkmokk municipality, northern Sweden. The research draws upon qualitative data collected from a variety of state, economic and social actors. It shows how a systematic analysis of place-related frames can elucidate the policy-making process. It demonstrates how conflicting place meanings divide actors, their frames and interpretive communities. However, social organization and loyalties are also important in shaping actions. The analytical framework offers a sociologically based approach to exploring the role of place perceptions in natural resource politics. It facilitates in-depth understanding of policy-making and may thus contribute to strengthening efforts to manage conflicts and to develop equitable governance systems for natural resource management.
